Our Vision
Every child, adult, and family lives in a safe, healthy, thriving community.
Mission
The San Mateo County Human Services Agency assists individuals and families to achieve economic self sufficiency, promotes community and family strength, and works to ensure child safety and well-being.
Our Values
The Human Services Agency programs and units will work to achieve and maintain the highest standards of quality by demonstrating CLEAR:
Collaborations and partnerships that are community-based and client focused
Learning practices throughout the organization, including continuous quality improvement, development and innovation;
Excellence in providing quality human services that value and support our clients, community partners, and employees for their skills, knowledge, and commitment;
Accountability that encourages the highest standards of ethical conduct and honesty; and
Respect and honoring the diversity, rights, and dignity of each other and those we serve.
Children and Family
The health and well being of children in our community is the Agency's top priority. Children and Family Services offers a wide range of programs designed to protect or prevent child neglect and abuse. We also work with several school districts, cities, and community-based organizations to deliver school-based social services through our Family Resource Centers. Human services, counseling, home visiting, enrichment classes, and health services are available at school sites.
Work
The Agency has helped many families get off welfare, get better jobs, and move toward self-sufficiency. We work in collaboration with PeninsulaWorks, a one-stop job connection for San Mateo County residents. Some services we provide are career counseling, workshops, resume writing, and job searches, which help families find jobs and get better jobs with higher wages.
High Cost of Living
As of March 2005, the average two-bedroom, one bath apartment rental: $1,427/month and the cost of child care can easily exceed $1,663/month for two children. Thus, we're working hard to find solutions for the costs of childcare and housing for families who leave welfare to get a job, but still need additional support to combat the high cost of living in the San Francisco Bay Area.
Shaping Our Future
The above are just a few of the many services the Agency and our partners offer to the community. In addition to implementing the Agency's goals of promoting self-sufficiency, increasing family strength and stability, and improving community health, we continue to work toward the County's Board of Supervisor's community priorities:
All children grow up healthy in safe and supportive homes.
Access to health care and preventive care.
Convenient and affordable public transportation.
Helping vulnerable people achieve a better quality of life.
County and local governments effectively communicate, collaborate, and develop strategic approaches to issues.
Government decisions are the result of careful consideration of future impact rather than temporary relief.
In concert with these objectives, the Agency has implemented Outcome-Based Management and Budgeting (OBM), a goal setting and planning process designed to help the Agency serve our community better. OBM will challenge the Agency to think about how it delivers services and how the Agency decides on the best use of resources.
Acknowledgement
I want to thank the Board of Supervisors and the County Manager for their on-going support in providing assistance to children and families in our community. Furthermore, I'd like to thank the Agency's dedicated staff, the Core Services Agencies, and community partners who tirelessly work on behalf of our clients and working families.
