PUBLIC HEARING OF SAN MATEO COUNTY MENTAL HEALTH SERVICES ACT PLAN SET FOR OCTOBER 11, 2005
SAN MATEO, CA--The Mental Health Board approved release of the draft Mental Health Services Act (MHSA) Community Services and Supports Three-Year Program and Expenditure Plan for a 30-day public comment period on September 7, 2005. A Mental Health Board Public Hearing of the Plan will be held on October 11 from 6:00 to 9:00 p.m.in the Board of Supervisors Chambers at 400 County Center in Redwood City to officially close the public comment period. After final approval by the Board of Supervisors, the San Mateo Mental Health Services Division will submit the Plan to the California Department of Mental Health.
Oral testimony regarding the draft Community Services and Supports Plan will be limited to three minutes if a significant number of individuals wish to comment. Written testimony will be accepted at the hearing and at HS-MHProp63@co.sanmateo.ca.us. California voters approved the Mental Health Services Act in November 2004 as Proposition 63. Funds will be used to transform and improve the public mental health system. San Mateo's proposed MHSA Community Services and Supports Plan is the result of a landmark planning process that relied on the dedication, vision, and ideas of hundreds of stakeholders who participated in the MHSA planning process. An inclusive planning process gave participants of the formal process an opportunity to reflect on the issues over a period of many months as well as learning from the results of an extensive community outreach process that involved over one thousand community members. San Mateo County's planning estimate is $4.9 million and the proposed Plan contains eight program strategies that maximize the system transformation impact of the annual MHSA funding available to San Mateo County over a multi-year period.
The eight program strategies fall into the three categories and target the engagement of un-served and underserved seriously emotionally disturbed children, adolescents, and transition age youth and seriously mentally ill adults and older adults, including those with co-occurring conditions, with focus on reducing ethnic, racial and linguistic disparities in access and engagement. ul
